Electric cars with state support 2026

Buying an electric car in Latvia is becoming increasingly accessible thanks to the EKII state support programme (the Emission Allowance Auctioning Instrument). The support helps people buy an environmentally friendly vehicle that reduces CO₂ emissions. EKII state support for buying an electric car is applied at the moment of purchase, which means the vehicle's price is reduced right away. Read on to learn about the 2026 conditions.

The new electric car support programme 2026

Given the high public interest, EKII state support for buying an electric car will also be available from mid-2026. A new programme is being developed, taking into account market changes, financial sustainability and the effectiveness of CO₂ emission reductions. It is being drawn up by the KEM in cooperation with the institutions involved. Funding of 40 million euros is planned.

The new programme provides support for:

  • A new or used electric car
  • A new plug-in hybrid car
  • This year, also a new or used hydrogen car

How much EKII support will you be able to receive?

EKII support for buying an electric car in Latvia can reach from €3,000 up to €9,000 per vehicle.

The amount of support depends on:

  • Whether a new or used car is being purchased
  • Whether the buyer holds a Latvian Honorary Family Card
  • How many seats the vehicle has
  • Whether the old combustion-engine car is being scrapped

Planned support for private individuals:

  • €4,000 for a new car
  • €3,000 for a used car (excluding hybrid cars)

Planned support for Latvia's Families of Honour:

  • €6,750 for a new car with at least 5 seats
  • €5,000 for a used car with at least 5 seats
  • €9,000 for a new car with at least 7 seats
  • €6,750 for a used car with at least 7 seats
  • +€1,000 for each additional child if there are more than 3 children*

* For holders of the Honoured Family Certificate caring for four or more children under the age of 18, or for adults under the age of 24 who are pursuing general, vocational or higher education or have completed 11 months of national defence service, as well as for families caring for a child with a disability or an adult under the age of 24 with a Group I or II disability.

Papildus atbalsts:

  • +€1,000 for a new car or +€500 for a used one is granted as a dealer discount or an equivalent benefit, for example a new set of tyres, equipment or similar.

  • +€2,000 if the old combustion-engine car is scrapped or donated to the Ukrainian armed forces. The car must have been in your ownership for the last 3 months, registered and used in Latvia for at least a year, with more than 5,000 km driven between the last two inspections, handed over to a company registered with the CSDD, and a certificate of scrapping issued.

The programme could work like this:

  • Until all the funding has been used up
  • No later than 31 December 2029

Which electric cars qualify for EKII support?

State support for electric cars is granted only to those vehicles published on the EKII fund’s website (more than 700 models) that meet the set criteria.

Electric car requirements

  • A new or used category M1 or N1 electric vehicle
  • A range on a single charge of at least 150 km
  • A top speed of at least 90 km/h
  • 0 g/km CO₂ emissions
  • A valid technical inspection at the CSDD
  • Valid KASKO insurance
  • Price excluding VAT up to €45,000 or up to €60,000 if it has at least 6 seats

Requirements for used electric cars and hydrogen vehicles

  • The date of first registration is no more than 7 years before receiving the support
  • Mileage no more than 150,000 km

Plug-in hybrid car requirements

Plug-in hybrid cars (PHEVs) can also qualify for support if they meet all the conditions mentioned above. The only difference:

  • a new car
  • electric-only range of at least 50 km
  • CO₂ emissions up to 50 g/km (WLTP)

How does buying an electric car with EKII support work?

2. Filling in the application

The buyer fills in and submits the EKII application electronically.

3. Reviewing the application

The application and the electric car’s compliance with the programme conditions are assessed.

4. Signing the contract

A contract is concluded for receiving the state support.

5. Purchasing the car

The car is purchased at a price that has already been reduced.

Restrictions on receiving EKII support

EKII electric car support 2026 is intended for bona fide buyers, so there are certain restrictions on who it is granted to.

Support cannot be received by persons who are:

  • With tax debts over €150
  • In insolvency proceedings
  • Debtors of the Maintenance Guarantee Fund
  • Convicted of financial or corruption offences
  • Subject to applicable international sanctions

Obligations after buying an electric car

When an electric car is purchased with government support, its owner must observe several conditions that remain in force for 5 years or until 52,000 km of mileage:

  • The car must be registered in Latvia
  • The vehicle may not be sold or leased
  • The car may not be used for commercial activity
  • The odometer reading must be submitted to the EMSI system every year

If these conditions are not met, the state may demand repayment of the electric car subsidy.

Results of previous EKII programmes in Latvia

Previous EKII programmes in Latvia have already delivered a significant contribution. State support substantially boosts the popularity of electric cars in Latvia:

  • 30 million euros in funding allocated
  • More than 6,400 eco-friendly cars purchased
  • More than 1,200 large families have used the support
  • Around 34% of electric cars in Latvia were purchased with help from the EKII programme

Why does the state support buying electric cars?

As stated by EKII: the aim of the programme is to promote the reduction of greenhouse gas (GHG) emissions by supporting the introduction in Latvia of vehicles whose design uses, as their sole mechanical means of propulsion:

  • energy from electricity or a propulsion storage device stored in the vehicle (electric vehicle)
  • energy from hydrogen stored in the vehicle (hydrogen vehicle)
  • energy from electricity or a propulsion storage device stored in the vehicle, but which also has an internal combustion engine installed, and whose total GHG emissions are up to 50 g CO2/km according to the weighted combined cycle of the Worldwide Harmonised Light Vehicles Test Procedure (plug-in hybrid car).

Yes, EKII electric car state support can be combined with car leasing, if you use leasing providers approved in the competition, and the contract states that the car remains the buyer’s property and is not disposed of.

Repeated state support for an electric car is possible if all obligations with the Environmental Investment Fund are settled – namely, the car previously co-financed by EKII has been driven at least 52,000 km, or the remaining part of the support amount is repaid. This ensures long-term rather than short-term use of the electric car.
